The fragile ceasefire in Gaza hangs in the balance, a critical moment fraught with uncertainty and the potential for renewed conflict. Qatar's Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani has warned of this precarious situation, emphasizing that the current pause in fighting is far from a permanent resolution. But here's where it gets controversial: the Prime Minister stated that international mediators, spearheaded by the U.S., are striving to push forward into the second phase of the agreement. This phase is crucial for solidifying the deal, yet it remains uncertain.
During a conference in Doha, the Prime Minister clarified that the current state is merely a 'pause,' not a true ceasefire. He highlighted that a complete ceasefire necessitates the full withdrawal of Israeli forces and the restoration of stability in Gaza, allowing people to move freely – conditions that are not yet met.
Since the truce began, over 360 Palestinians have reportedly been killed by Israeli fire, according to Gaza health officials. In a recent incident, two Palestinians were killed in an Israeli airstrike, although the Israeli army stated they were unaware of such an attack. The army did, however, report the killing of three militants who crossed the 'yellow line' into Israeli-controlled territory. This illustrates the ongoing tension and the fragile nature of the ceasefire.
And this is the part most people miss: the second phase of the peace plan, which includes the deployment of an international security force, the formation of a new government in Gaza, the disarmament of Hamas, and the eventual withdrawal of Israeli forces, has yet to begin. Arab and Western officials have indicated that an international body overseeing the ceasefire, potentially led by former U.S. President Donald Trump, is expected to be appointed by the end of the year. The long-term plan also considers a possible pathway to Palestinian independence.
The Prime Minister of Qatar emphasized that a lasting peace requires more than just resolving the immediate issues in Gaza. He believes the root causes of the conflict, which extend beyond Gaza to the West Bank and the rights of Palestinians to their own state, must be addressed.
However, there are challenges. Turkish Foreign Minister Hakan Fidan has raised concerns about the formation of an international security force, questioning which countries will participate, the command structure, and its initial mission. Turkey is a guarantor of the ceasefire, but Israel, with its strained relations with Ankara, has rejected Turkish involvement in the force.
Adding to the complexity, the UN agency for Palestinian refugees, UNRWA, finds its future role in Gaza unclear. Despite an international endorsement, the agency, which provides essential humanitarian and educational services, has been excluded from U.S.-led talks on the second phase of the ceasefire. UNRWA's director, Tamara Alrifai, points out that the agency serves as the de facto 'public sector' in Gaza, and it would be nearly impossible for another agency to replicate its network of services. The U.S., formerly UNRWA's largest donor, halted funding in early 2024, creating a cash crisis.
The war, which began on October 7, 2023, has resulted in immense loss of life. Hamas-led militants killed approximately 1,200 people in Israel and took over 250 hostages. Israel's response has led to the deaths of over 70,000 Palestinians, according to Gaza's Health Ministry.
